It wasn't clear in my notes that the first two interventions from
Bolivia in the Working Group (WG) were from a young woman. The final intervention, "not
a reservation" came from the minister. So John Ashe the Chair, said,
well, when I gavelled the decision, your delegation had said it had
"reservations" and now you are saying something else.
Bolivia's minister is very angry. Claiming the only reason he wasn't
here was to meet with the President and then Ashe pushed that decision
through.
Hopes for Bolivia to be flexible, accept face-saving gestures are fading.
