Philippines, Kenya, Costa Rica, China, Pakistan

Elizabeth May

Philippines:

Sometimes over two weeks, with meetings delayed and missed buses, it made me wonder if the sun would ever shine at the Moon Palace.(The building we are in is a tourist resort called Moon Palace). We have made progress. One of my delegates who has worked in climate negotiations for 16 years said she never thought she'd see this kind of progress. Let us not wait another 16 years.

Kenya:
It is not perfect but achieves a delicate balance. My delegation feels that the text on adaptation reflects many of the issues we have raised. It gives us hope (Green Fund, Adaptation Framework, etc). We would have liked the paragraph on adaptation to be stronger. But overall, given that the text provides for the process to move forward and plead with all delegations to allow Cancun to send a message of hope to all the world.

Costa Rica... Thank you for leading the lengthy process that has brought us here today. We firmly support this decision.  It can lead us to a better world.

China:  Thank you for the leadership, and your support for the smooth running of this conference. Thanks to Mexico.. And all facilitators. At the beginning, the parties expressed good political will for a balanced result. A good basis for our future negotiations. Ministers have provided very good guidance.  China participated in active discussion. We believe the outcome fairly reflects the discussion. Adheres to the Bali Roadmap. Respects common but differentiated responsibility. On the road to Durban we can give our commitment and determination, and show political will.  The government of China will act for the people of China and the people of the world.

Pakistan, the text before shows deep pragmatism. The applause reflects the clear and striking difference from where we were a year ago.  We thank you Mme President for your work. We believe these agreements can be seen as a watershed. We are with you and will remain engaged constructively.
